Singapore and ASEAN Regional Interpretation Protocol
SNN.SG is the Singapore and ASEAN Regional Interpretation Layer. EIA and EIS interpretations preserve the global canonical thesis and add separately governed local analysis. This protocol does not redefine EMJ.LIFE System Invariants, State Vocabulary or global analytical terminology.
Required regional reasoning
Global Canonical Thesis → Singapore / ASEAN Institutional Sources → Regional Governance Context → Jurisdiction-specific Differences → Regional Stakeholder Roles → Testable Regional Action. Translation, place-name substitution, adding an ASEAN label or copying a global evidence chain does not satisfy this sequence.
Reading Integrity
Every regional interpretation identifies the Canonical Thesis, Singapore / ASEAN Regional Inference, Boundary, and Strengthening / Falsifying Evidence. Official facts require proposition-level institutional citations; SNN.SG's transmission mechanisms, implications and proposed tests remain editorial inference.
Inference matrix
Singapore headquarters != Singapore law governs every group entity. ASEAN framework != ASEAN-wide uniform legal duty. ISSB aligned != entity in scope. Regional alignment != effective local requirement. Common evidence != common legal conclusion. Regional guidance != national legal instrument. Evidence reuse != supervisory authority transfer. Evidence reuse != assurance transfer. Evidence reuse != investment conclusion transfer.
Regional role boundary
Singapore may be a governance node, regional capital node, institutional interpretation node or cross-border evidence-routing context. It is not an ASEAN authority, ASEAN uniform regulator, official ASEAN interpretation body or ISSB implementation authority for ASEAN.
Source priority and Evidence Gate
Prioritise Singapore primary institutional sources, ASEAN primary institutional sources, relevant member-state official sources, international standard-setting primary sources and independent external sources. New or substantively revised EIA / EIS records require at least 15 distinct external sources, including Singapore and ASEAN primary records. Related EMJ institutional sources, the .net global canonical thesis, other related SNN analyses, SNN.TW comparison and series lineage do not count towards that threshold. A count does not establish validation or endorsement.
One evidence identity, multiple implementation envelopes
Every cross-jurisdiction implementation envelope supports jurisdiction, competent_authority, local_standard, legal_instrument, rule_version, entity_class, scope_threshold, reporting_period, effective_date, obligation_state, transition_relief, explanation_requirement, assurance_requirement, local_modification, permitted_use and prohibited_conclusion. Each envelope references canonical evidence IDs. Evidence bodies are not copied to simulate jurisdiction differences. Null means unresolved, never an exemption or a permission. These are SNN.SG record fields, not new EMJ.LIFE states.
Publication admission and source completeness
The production build checks every EIA and EIS regional publication and rejects a record lacking the Evidence Gate, cited official facts, jurisdiction differences, accountable stakeholder roles, an owned regional test, evidence objects, strengthening and falsifying observations, and implementation envelopes. Historical and future regional publications meet the same source-count and interpretation-metadata requirements. Existing bilingual manuscripts and publication identities are preserved; source additions and protocol metadata are versioned separately.
Machine relationships and languages
SNN.SG keeps its own canonical URL, publisher and editorial controller. isBasedOn identifies the global thesis rather than ownership or translation equivalence. SNN.TW is comparative regional context, never Singapore / ASEAN legal authority. The English master and controlled Simplified Chinese edition currently share one URL; hreflang is used only when distinct, equivalent language URLs actually exist. Public machine records and the evidence graph preserve citation identities and separate implementation envelopes.
Ten-question review
Each record must identify its global thesis, regional addition, official facts, editorial inference, preserved ASEAN differences, non-transferable conclusions, next strengthening or falsifying evidence, local evidence completeness, global canonical reference and non-endorsement boundary. Missing historical facts, sources or envelopes remain visible as unresolved and cannot be used to claim entity compliance.
